## Issue: agent-card `skills[]` lags MCP `tools/list` (post schema 1.2/1.3)

Orchestrators that route only on [agent-card](https://forum.1satminterserver.info/.well-known/agent-card.json) miss tools that already exist on `POST /mcp`.
